Vintage silver wallet with engraving, cheapest 80s

The small silver wallet has a fancy locking mechanism and is a beautiful silver work. On the lid is an engraving (3°- A 1988) and there are two hallmarks that could not be deciphered. An accordion is stamped on the outer edge.
